RMA Eurasia site

 

           This is the Regional Monitoring Agency Eurasia official web site. It contains information about RMA, RVSM and approval process. Regional Monitoring Agency Eurasia was established in accordance with the Rosaviation order from December 13, 2010.

 

           What is an RMA? – An RMA supports the implementation and continued safe use of RVSM within a designated airspace. An RMA establishes and administers performance monitoring programme in a designated region in accordance with the ICAO requirements: Annex 6 «Operation of Aircraft» Part II and  Annex 11. General approaches for establishing monitoring programme are provided in Doc 9574. The document addresses the key questions related to safety assessment in RVSM airspace, aircraft and operators approval by the State authorities for RVSM operations, aircraft height-keeping performance monitoring process, etc.  ICAO guidance on operating procedures and practices for Regional Monitoring Agencies is contained in Doc 9937. Each RMA operating procedures usually have their specific character as they should meet the agreed regional requirements.

 

           Since 1985 a vertical separation minimum of 500 m between aircraft operating in the upper airspace has been applied in Russia and the States of Eurasia. This VSM differs from that reduced vertical separation minimum of 300 m (1 000 ft) (RVSM) selected by ICAO.
           In September 2009 the first meeting of the Task Force for RVSM Implementation in the Eastern part of the ICAO European Region (Eurasia) was held in Moscow. The Task Force agreed that the simultaneous date for RVSM implementation in the airspace of the Eurasia region States: Kazakhstan, Kyrgyzstan, Mongolia, Russia, Tajikistan, Turkmenistan and Uzbekistan is 17 November 2011.
           RVSM implementation in the Eurasia region will enable to enhance the economic performance of the efficiency of the available airspace utilization. This economic performance after RVSM implementation in the Eurasia region can be expected to be not less than in Europe. The expected vertical separation minimum system in Eurasia will enable to increase the number of economically sound flight levels from 8 up to 13, or 60 per cent more.
           Regional Monitoring Agency establishment is considered by ICAO an essential condition for the RVSM implementation in the specific region. Eurasia RMA was established in 2010 as a department of the Federal State Unitary Enterprise “State Research and Development Institute of Aeronavigation” in Moscow.
          

           The main Eurasia RMA functions are to:

 

           ICAO specifies the necessity of continuous safety assessment based on a monitoring programme. The purpose of this monitoring activity is to ensure that operations in RVSM airspace do not induce a
decrease in the current level of safety and that the total risk does not exceed the agreed overall safety objectives.

 
           The Combined Fifty-ninth Meeting of the European Air Navigation Planning Group and Sixth Meeting of the European Regional Aviation Safety Group (EANPG/59 RASG-EUR/06) (Paris, France, 30 October - 3 November 2017) agreed (EANPG59 RASG-EUR06 Conclusion/09 – Terms of Reference of RMAs) to amend the ToR of the RMAs in the EUR Region:
